Andrei had participated in the acquisition and deployment of the bombs. After the Russians left the Ukraine, there were a number of warheads. In fact, there were thousands. Andrei, and his group, had also followed Oppenheimer. They also believed that the end of mankind was at hand. Their greatest fear was that the bomb would be utilized for political purposes. People had no idea how terrible the bomb could be. In the parochialism of the Soviet, they thought people didn't know.

It had not taken much discussion with Andrei for Stan to convince him of the necessity of providing a cache of bombs for the purpose of scaring humanity. Andrei had arranged for thirteen plutonium devices to be hidden away from governmental accounting. Since he was among those building bombs and since he was the head of manufacturing in the Ukranian fabrication facility, he, with his fellows, could insure the set aside.

When Stan Firestone laid out the plan, Andrei had provided Stan with the thirteen warheads. Stan had all thirteen, but only eleven had been used.
